Attendees will learn about effective and innovative crisis response services tailored to children, youth and their families and hear from experts shaping these critical services.

Dr. Billina Shaw is triple board certified in the areas of child, adolescent, and adult psychiatry and addiction medicine and is recognized as a Fellow of both the American Psychiatric Association and the American Society of Addiction Medicine. She received her Bachelor’s Degree in Psychology from Yale University, Doctorate of Medicine from the University of Pittsburgh School of Medicine, and Master’s Degree of Public Health from the Bloomberg Johns Hopkins School of Public Health where she was a Bloomberg American Health Initiative Fellow in the Addiction and Overdose focus area. She did her general adult and child and adolescent psychiatry training at the University of Maryland/Sheppard Pratt residency training program. Prior to working at SAMHSA, she served as the Medical Director of the Behavioral Health Division of the Prince George’s County Health Department.

At SAMHSA, some of Dr. Shaw's areas of focus include serving as a liaison to the 988 and Behavioral Health Crisis Coordinating Office, co-leading the Black Youth Suicide Prevention Initiative, directing the Interdepartmental Serious Mental Illness Coordinating Committee, and assisting with Center activities concerning the behavioral health impacts of Long COVID.

Chyna Locklear, MPH

Chyna Locklear currently serves as a Public Health Advisor for the 988 and Behavioral Health Crisis Coordinating Office at SAMHSA. Through her work, she utilizes her expertise in research, coordinating, planning, and program implementing to assist in improving child/adolescent crisis care and health equity. She earned her Bachelors and Master of Public Health from East Carolina University, with a concentration in community health and health behaviors. She is an enrolled member of the Lumbee Tribe and was born and raised in North Carolina.

Chyna came to SAMHSA from the National Indian Health Board. As a Public Health Project Coordinator, she worked on various behavioral health projects that advocated for and highlighted the strengths and needs of Tribes across the country. She was also a key coordinator for several events and conferences such as the National Native Harm Reduction Summit and the National Tribal Health Conference. During her tenure she had the opportunity to meet with Tribal Leaders to discuss the disparities in their communities and conducted several site visits to Tribes/Tribal organizations

Sarah Quinn, MSW

Sarah Quinn, MSW is a licensed clinical social worker and certified crisis specialist with over 15 years of experience in child serving and behavioral health systems of care. Prior to joining the Innovations Institute, Sarah was the Director of Crisis Response in Harford County, Maryland overseeing home and community-based crisis response and stabilization services. In this role, Sarah was responsible for program and policy development for several new initiatives including piloting youth specific crisis response services for the county. Sarah also has experience directing clinical and business operations for the behavioral health division of regional non-profit and partnering with children and families in public child welfare systems. Sarah values connection, service, and curiosity.
